Confusing Regulations

I was visited by two different Agents from the VDGIF about Whitetail deer in my cow pasture. One asked if the deer in the paddock were Sika and I told him they were Fallow he returned with Sergeant J.D. Valasek, Virginia Conservation Police who confirmed they were Fallow and said I may need a permit.
There is a Fallow Farm in Basye Va. which sells venison for a profit when I contacted Dianne Waller VDGIF about permits for livestock she told me livestock was controlled by the Dept of Agriculture. I told her I was raising Fallows and she said that you can not hold captive anything that is native or naturalized to the State of Virginia and referred me to the list on the VDGIF web site. Whitetail and Sika deer are on the list Fallows are not. Fallows are a semi-domestic animal raised on farms throughout the United States solely as livestock no different than cattle. The first Fallows were brought to North America by George Washington at Mount Vernon, Virginia
The State of Virginia, as well as the entire country, needs small farmers, we can not compete with the corporate farms so we have to have niche markets. Instead of running roughshod over people State agencies need to work with and help the taxpayers that pay their salary.
If they were any other animal brought into the State without a permit they would not have been destroyed.
I contacted the Department of Agriculture asked about buying animals from out of state and was told it was the responsibility of the person bringing them into the state to get and send a health permit to the VDACS. I then asked what to do if I had animals brought in without a certificate and after being put on hold was told they recommend getting them checked before mixing them with my other animals.
